Vicente has focused his practice on water law and administrative law, drawing on his experience at the General Directorate of Water, where he worked both at the Central Level and at the Metropolitan Regional Directorate.

At the Public Water Registry, he handled the registration of water use rights, the registration and systematization of waivers of rights, and the drafting of certificates of water use rights.

In the Department of Water Resources Administration, he took part in processing applications for new water use rights, for both surface water and groundwater, as well as changes to the point of diversion and transfers of the exercise of the right, the regularization of water use rights, and the perfecting of titles. This was in addition to deciding applications for reconsideration under article 136 of the Water Code (Código de Aguas).

In academia, he is a teaching assistant in Environmental Law and in Natural Resources Law at Universidad del Desarrollo.

He has also spoken at the National Water Law Conference and is the author of a publication on the application for reconsideration under article 136 of the Water Code.

Among the distinctions in his education are the award for the top academic average in the Diploma in Water Management and Regulation at the Pontificia Universidad Católica de Chile, and an academic excellence scholarship at Universidad del Desarrollo.
