Javier leads the Water Area at PRB, focusing his practice in strategies for water rights management, the legal defense of his clients in administrative and judicial proceedings, counselling in obtaining permits and authorizations granted by the Water Governmental Agency, and in procedures for the constitution of water users' organizations.

He has also advised several clients to adapt their businesses and operations to the regulatory changes that have been recently introduced in water related matters.

Likewise, he actively participates in the environmental assessment of projects (mining, desalination, power transmission, agro-industrial and real estate, among others), in the filings to obtain governmental agencies’ permits, and preventive diagnosis of operational difficulties for different industries to allow the fulfillment of the regulatory goals and challenges of their activities.

In recent years he has actively participated in administrative procedures initiated by the Superintendence of the Environment or other government agencies, as well as in contentious proceedings before the Environmental Courts.

Furthermore, he has developed great experience in the constitution of mining property, easements, and maritime concessions.

Prior to forming PRB, he worked at Prieto y Cía. (2008-2011) and Jara Del Favero Abogados (2012-2019).

Javier has been highlighted by Legal 500 as a Next Generation Partner in the environment area.

He is a member of the Chilean Bar Association.
